Homeowners can also buy apartments but there seems to be a large number of apartments up for grabs:
- 90 apartments per apartment building
- 2x apartment buildings per ward = 180 apartments per ward
- 12x wards = 2,160 apartments per residential district
- x3 residential districts = 6,480 apartments in the server
